Pursuant to the Decree of the Government of the Brussels-Capital Region of 28 November 2002, hub.brussels reports annually to the Economic Coordination Council on the main difficulties encountered by businesses in applying administrative rules and practices. Since this decree was amended in 2015, the Minister for the Economy may forward this list to the Government following its presentation to the Council.
An up-to-date list submitted to the partners
Some of the needs identified previously no longer feature in the 2022 edition, either because they were resolved in 2021 or are in the process of being resolved, or because they were not raised on a recurring basis. However, they may reappear in future editions. The list was submitted to Brupartners for an opinion in May 2022, then to the Economic Coordination Council in June 2022, before being forwarded to the Government by the Secretary of State for Economic Transition.
New needs and enhanced monitoring
The 2022 list comprises 53 requirements: 21 that were already included in 2019 and 32 that are new. Among these, one need relates specifically to young people and four are directly linked to the health crisis. It also provides an update on 30 needs from 2019 that have been resolved, are in the process of being resolved, were not reiterated in 2021, or have been incorporated into other requirements. At the same time, the Government is considering expanding CiReDe – which was set up in 2017 to remove legal and administrative barriers to the circular economy – in order to translate these findings into more specific proposals for changes.
