2018 list of needs: the priorities of Brussels’ entrepreneurs

Every year, impulse.brussels identifies the administrative difficulties and recurring needs that businesses in the Brussels-Capital Region are facing. The 2018 list is based on over 2,500 support cases and 7,500 requests received by the 1819 regional service.

Pursuant to the Decree of the Government of the Brussels-Capital Region of 28 November 2002, impulse.brussels reports annually to the Economic Coordination Council on the main difficulties that businesses face in applying administrative rules and practices. Since this decree was amended in 2015, the Minister for the Economy may forward this list to the Government following its presentation to the Council.

Needs gathered from local realities

The “list of needs” is drawn up on the basis of feedback from entrepreneurs who have received support from impulse.brussels: more than 2,500 support cases per year, in particular in urban planning and the environment, the search for partnerships and funding, international research cooperation, development and innovation, public assistance and legal procedures. It also takes into account the needs reported to the 1819 regional service, which handles more than 7,500 requests for information a year. In light of the development of the future Brussels Business Support Agency, advisers from atrium.brussels and BI&E were also consulted, though they were unable to identify any additional needs for this edition.

A structured selection for guided action

The 2018 list, which was finalised on 30 September 2017, includes only those needs that have been expressed on several occasions. These are divided into six themes corresponding to the areas of expertise of the advisers at impulse.brussels: territorial development and urban planning, the environment and mobility, support for research and innovation, other forms of assistance, funding, taxation and social law. Each need is introduced by a simplified, anonymised testimonial, followed by an analysis and recommendations. Finally, two summary tables categorise the needs according to their level of necessity and how complex they are to implement.
