2019 list of needs: a new approach following the establishment of hub.brussels

The first edition to be drawn up following the merger of impulse.brussels, atrium.brussels and BIE, the 2019 list of needs is based on a revised methodology and organises entrepreneurs’ expectations according to the different stages of their business’s life cycle.

Pursuant to the Decree of the Government of the Brussels-Capital Region of 28 November 2002, hub.brussels, formerly impulse.brussels, reports annually to the Economic Coordination Council on the main difficulties encountered by businesses in applying administrative rules and practices.

The first list from the new agency

The 2019 list is compiled from testimonials gathered from entrepreneurs since 25 July 2018 by hub.brussels mentors and advisors from the 1819 regional service. As this method may cause certain needs to be over-represented, depending on which members of the public use these services, the list is provided for guidance only. For this first edition following the merger, the needs are divided into eight themes linked to the business lifecycle: getting started, finding a location, building and expanding, relocating and ensuring accessibility, innovating, simplifying operations, securing financial support, and investing and expanding internationally.

A structured and evolving selection

The list, which was finalised on 31 October 2018, includes only those needs that have been expressed on several occasions. Each need is introduced by a simplified, anonymised testimonial, followed by an analysis and recommendations. Two summary tables classify them by theme and according to their level of necessity and the complexity of the proposed solution, respectively. Some of the needs from the previous list are no longer included because they have been met, are in the process of being met, or were not consistently raised in 2018; however, they may reappear in future editions.
